The Rising Storm team consists of experienced modders, freelancers and studio employees working in their free time.
There is a contributor package underwritten by Tripwire Interactive, whereby developers receive compensation upon the release of Rising Storm.

The first of the Japanese voice actors, Manato Sekiguchi, and our engineer, Matt 'fat referee' Quitter got together for a day of recording the many voice samples and commands that make up the full complement of HoS/RS voice commands. It was a harrowing session... at one point we were worried that the police were going to be called because of Manato's death screams.. but a very successful day's recording.
